It allows CCP to make the TII ships require a lower than perfect level of the TI skill at some point in the future (as they did recently with capitals), without having to redo the bonuses.

Any battlecruiser will be more than enough to kill any belt rats (excluding officer spawns). However belt ratting is pretty terrible income. You should definitely look into running anomalies and complexes.

You either catch them when they engage you (then you pop them by literally drones), or by smartbombing battleships on the outgate. Same deal as cloaky nonsense tbh, sure they're hard to catch, but only until they decide to do something useful.
